Schools routinely self report minor violations like this to try and keep the NCAA from snooping around to find out what they're really doing wrong.

Apparently she was using a hose connected to one of the athletic facilities, which would not have been available for the general student population to use. I can see where this would technically be a violation. As far as the $20 figure is concerned, while it may be more than the actual value of the benefit, would it have been any less ludicrus if they had said $3.50 or something? Businesses and organizations set mínimum fees all the time.

I´m very far from a fan of the NCAA and how they conduct their business, but considering it was self reported, I´m not sure what else they could have done.

My favorite ncaa violation was from a while back when Nebraska was fined for giving students the recomended books for their courses (along with the allowed required books). I could've seen a problem if the athletes were allowed to keep the books and sell them, but they were required to return the books at the end of the semester.

The NCAA agreed to the $38k fine and two years probation for this gross NCAA violation.
