Most likely the words "he is a repeat offender" will have to be clarified before you can define what the words "indefinitely suspended" mean.

I thought most rehab programs were at least 28 Days? There was a movie with Sandra Bullock and everything.
As long as he wasn't tested by the OCD then it would count as self reporting.
