I have seen that animosity for years and never get used to it. It is more common than you think- lifers in Harrisonburg are quick to point out that JMU has destroyed Harrisonburg. STUPIDITY!

I can remember when the city was trying to collect back taxes or something back in the late 80s; Jerry decided he'd had enough with the city and decided to look into moving the school to Atlanta. Allegedly he had property picked out and designs made for a new campus down south when the city backed down a bit and reached a compromise with the school. Made for some interesting discussion around campus.

I think that for all it's bluster, Lynchburg city knows how much it owes to Liberty University. They just don't want to look like LU runs over them, so they put up a fight every so often.

The Atlanta talk had more to do with the financial crisis surrounding the ministries following PTL/Swaggart. And of course that town was the hometown of a certain former HS football coach/insurance magnate.

I think LU was the only school in VA being taxed at the state level. When the general assembly granted tax exempt status, we stayed in Lynchburg.

Lynchburg City Council meets Tuesday

Lynchburg City Council is expected to revisit some controversial topics when it meets next on Tuesday. Officials will also broach a new issue concerning Liberty University voters and their polling precinct.

Here is the part concerning LU ...

A regular business session is to follow at 5 p.m. Items on that agenda include the possibility of establishing a new polling place to accommodate the recent surge of LU student voters.

LU contributed to more than doubling the voter rolls at the Heritage Elementary School precinct following an unprecedented campus registration drive this year.

Ward III Councilman Jeff Helgeson has suggested opening a new precinct near the school to avoid future congestion at the polls.

If council elects to move forward on that plan, the city will face a tight deadline.

The state has decreed no precinct changes will be allowed after Feb. 1 due to the federal census pending in 2010. The freeze will be lifted in 2011 following the census’s completion.

It’s unlikely the city could get a new precinct formally ratified before the new deadline, given that all voting procedures in Virginia must be approved by the U.S. Department of Justice, which is known to take months to review a petition.

In a memo to council, the city attorney advises that officials could ask the state to adopt a “grandfather provision” validating all changes initiated before Feb. 1.

The city could then begin the process of creating a new precinct and await federal approval without fear of missing the deadline.

The city attorney also advised that another option would be to keep the current precinct as is and supply it with extra voting machines and poll workers in the future.

Helgeson said he continues to prefer creating a new precinct, acknowledging the process might be challenging but believing the obstacles can be overcome.

“There are hurdles, absolutely,” he said. “But I think it’s the right thing to do, considering the huge increase we’ve seen in that precinct.”

Helgeson added he’s heard numerous complaints from constituents about the long lines encountered at Heritage Elementary on Election Day earlier this month.

The elementary school precinct now has 4,762 registered voters, according to a city memo, making it the second biggest precinct in the city behind the Moose Lodge in Ward I, which has 4,883 voters.

Lynchburg City Council rejected the idea of creating a new precinct for Liberty University voters during a meeting Tuesday.

The prevailing majority argued the suggestion was an overreaction not yet justified by history.

Members also noted it would be difficult, if not impossible, to get the General Assembly to accept any precinct changes, and observed a federal census pending in 2010 means a re-evaluation of all precincts is already on the horizon.

Lynchburg, VA - The graffiti decision was one of the few to come out of Tuesday's Lynchburg City Council (web <http> ) meeting, a meeting where two major proposals were tabled without a vote, and council members spent most of the day at each other's throats.
Joan Foster, Mayor - "I can't remember in our rules and procedures that whoever made the motion gets to talk first."
Garrett - "The reason I did it is because I am aware of the rules and regulations."
Foster - "I recognized the hand I saw go up first. I did not see council member..."

That was the beginning of a very long day for council members. By the end, they'd gone nearly six hours straight. Tempers were on the rise, and it showed.

House subcommittee OKs student voter registration bill

RICHMOND—A bill that could clear up some of Virginia’s confusion about voter registration for college students was approved in a House of Delegates subcommittee this morning.

On its surface, the bill wouldn’t change the way voter registration was handled in Lynchburg last fall when 4,200 applications to register were submitted from Liberty University.
