Lynchburg, VA - The graffiti decision was one of the few to come out of Tuesday's Lynchburg City Council (web <http> ) meeting, a meeting where two major proposals were tabled without a vote, and council members spent most of the day at each other's throats.
Joan Foster, Mayor - "I can't remember in our rules and procedures that whoever made the motion gets to talk first."
Garrett - "The reason I did it is because I am aware of the rules and regulations."
Foster - "I recognized the hand I saw go up first. I did not see council member..."
Garrett - "Well, I certainly didn't wish to usurp your position."
Foster - "I really didn't appreciate that."
That was the beginning of a very long day for council members. By the end, they'd gone nearly six hours straight. Tempers were on the rise, and it showed.
Scott Garrett, At-Large Representative - "Madame Mayor, I would think it's absolutely incumbent upon every one of us not to disrespect any other city council person by not willing to listen to the work product they've done. That's patently absurd.
Bert Dodson, Vice Mayor - "What are you talking about?"
Garrett (To Dodson and Johnson) - "Both of you. Neither one of you took a...
Dodson - "I've got a copy. I got it when I was in there. I've got a copy right here, Boss!"
Garrett (To Johnson) - "Would you like a copy of this?"
Dodson - "Don't start accusing me of not reading anything."
Garrett - "I think it's disrespectful."
Dodson - "I read it today! Did you check your e-mail?"
Ceasor Johnson, Ward II Representative - "Hold on. Before he goes next, I'm going to tell you something, Garrett. I don't appreciate you hollering down here like you're chastising somebody's children. You best take the form and pass it on down if you don't want it. You understand what I'm saying? I don't disrespect you like that. I don't talk loud to you. And you did some nasty stuff up in here."
City Council has only one more meeting in 2008. It'll be held on December 9th.
