Michigan proved that the big 10 gets wins against the big 10 and they all wind up bowl eligible and lose in their bowls.
Clemson and Florida you have legit arguments for.
Oregon, without Dixon, just isn't an appealing pick. And the NCAA committee for basketball does consider that sort of thing when it comes to bubble teams.
So UCF, Oregon State, UF, Clemson, and USF all have a legit reason to have the the last two spots.

Actually, find me teams, not on BJ's list, who beat 5 bowl eligable teams.
There are 4 teams (other than USF) with 5 wins over bowl-eligible teams:
Florida who has 7!
Clemson who has 6.
Oregon with 5 and have beaten USC and Ariz St.
Michigan with 5.
I would take all of those teams ahead of USF. All 4 of them played in toughet conferences, except for maybe Michigan.
