While that number may be small in comparison to the Windows XP user base, it is significantly larger than the Mac OS 9 user base was in 2001 when Apple introduced Mac OS X. Yet, there were several hundred viruses for Mac OS 9. By your logic, there should never have been any Mac OS 9 viruses (or at least very few) because the user base was much smaller. In reality, Mac OS 9 was just much less secure than the OS that replaced it.
