Yes, we use software that is subscription based to control our filtering. The company that makes the software takes care of all of the categorization of URL's. The software does allow for re-categorization and custom additions to the database, however. So, yes, LU does have the ability to block certain sites. There is not, however, someone sitting around at LU arbitrarily blocking websites. If someone finds a website they think should be blocked/unblocked, they submit a ticket through the Helpdesk system and then it goes to the Dean's office for review.
The only thing we do in IS is make sure the software is working right.
As for claiming bandwidth problems, I don't think we could get away with it unless there were other symptoms of bandwidth issues to make it believable, and we don't really have any bandwidth issues these days. Not the mention the fact that we don't fib. If they wanted to block it, they'd just block it. No excuses would be needed.
