Depends on where they work.
Generally if an organization has it's own in-house communications and marketing offices, they fall under the same organizational tree that reports to the organization's director of communications and marketing. They work together, not one working for the other.
Frankly, I don't even really get the point in having a communications department if it's just going to directly report to marketing. That is unless Len Stevens is able to convince the school to stop looking and acting like complete morons sometimes when it comes to external communications. However, I doubt that's going to happen given Falwell, Jr. is the president. Seems like a community outreach person would have been more beneficial than hiring someone to sweet talk the media and be a social media shill.
