If Bud Foster were a serious candidate, Frank wouldn't wait until the end of the year to retire. He would do it right now and allow Bud to take the reigns for the remainder of the season. That isn't happening because of two reasons. One, Babcock doesn't want any rumor that he asked Frank to resign. Two, Babcock doesn't want Bud Foster as the head coach.
For those of you who aren't aware of the Rich Rod situation, he and several of his players have been unhappy with the program recently. I've even seen reports that if Rich left, most of those players would follow him. Secondly, he and Babcock have a history together and Rich's home is in West Virginia. Frankly, he's the best coach that VT could hire at the moment and while he may not turn VT into a top 5 or 10 team, he'll make them competitive again.

We all know they are hiring Bud Foster to continue their acceptance of mediocrity though.
