You are up a river of excrement in a native american water vessel without any means of propulsion

Hello all...I hope somebody out there can help me.
I am using Outlook 2010 on my laptop. All year I have been able to use Outlook at my work with no problems. Then recently things changed.
Here are my issues:
I can not receive email when I am connected to the wireless (realistically my only means of connecting to the internet)
But....I can send emails with no problems.
BUT...if I go to somebody else's office and connect through Ethernet, everything works great....sending and receiving.
I have emailed back and forth with our IT guy, but he is limited because they can not work on private computers. He did tell me that there were no security changes with the router, he reset the router to no avail.
I also have no troubles using Outlook with my wireless connection at home, so there are no troubles there.
And to confuse the issue more....the other day, I randomly recieved a few emails, and 4 seconds later, it goes back to not working again.
I have googled the heck out of this, and tried all the "fixes", and nothing...
If fact, I completely re-imaged my laptop (re-installed Windows and Office) and that did not solve the issue either.
Does anybody have any suggestions????
