I have no doubt that there are going to be numerous questions with the NCAA rule changes this season. I thought it would be better to create one thread where we can get those questions answered....or at least attempted to be answered.

For starters, yes there is a restricted area in college bball this year. Yes, a charge can still be drawn in the RA if the defender is the primary defender. No, there will not be an arc painted on the floor.

The NCAA is using a "restricted area" under the basket similar to what the NBA has, where a secondary defender cannot draw a charge under the basket. If it is a secondary defender, it will be an automatic block, regardless of how long the defender has been there. However, unlike the NBA, there will be no semi-circle painted on the floor. The area is simply the same size as the cylinder & stops where the backboard begins.

Yes....especially the one with the Xavier (IIRC) player.....the one they said didn't travel, but all of us where laughing........because he did. Our supervisor said the NCAA was taking that play out of the video.

How about for next year's POE video, regarding sportsmanship, they simply hot-mic Coach K for a few games, and include the highlights of his comments to officials. What a sniveling little weasel, so variant from the public perception of who he really is.

interesting. I like the restricted area, but how often is the charge drawn from a secondary defender? Seems like they created the rule to shut up the whiners, but it won't actually do anything.

Actually, most of the time, the charge is drawn by a help defender in that area...because the primary defender has been beaten.

It takes the refs judgment out of it and makes a more consistant call. Right now a charge to one ref is a block to another in that situation.

Well, in theory, yes. However, it will now have to be at the judgment of the official if the defender's foot was underneath the basket or in front of it. That's why we wish they would put the arc on the floor.

Still a judgment call, i.e., cannot be protested.

I get the sense that the NCAA is terrified to adopt the arc due to its overall terror of looking too much like the NBA...

How does this effect Kyle Ohman's ability to fall on the floor?

A little light shed on the new restricted area rule.

The purpose of the Rule is to discourage a defender from establishing his initial guarding position under the basket with the sole purpose of drawing a charge rather than making a legitimate attempt to defend the basket or play the opponent or the ball.

But, this will confuse some people regarding an outnumbered fastbreak & a zone:

In establishing a position in any outnumbering fast-break situation, or in playing a zone with no primary defender, a player is not permitted to establish initial guarding position under the basket. In such cases, a blocking foul shall be assessed to the defender when contact occurs.

So, if we're in a 2-3 zone, Carter can't camp out under the basket & expect to draw a charge.
