Here's my thought on transfering...
If you sign a NLI the expectation is that you are intending to commit the next 4 (or 5) years to play for a particular school. If you get beat for your job (as Jalen Hurts did down at Alabama), you could take the transfer route and chase the opportunity to "be the man" somewhere else, but what if you get beat at your new destination as well? Do you transfer again, trying to "be the man" or "be the future" somewhere else?
I agree with the idea of sitting out for a year if you move to another school in the same division...that is i think more than fair. That said, there ought to be rules on what constitutes a fair reason to transfer, and not just because youre hurt because you lost a position battle to a better player. Rashad transferred to be closer to family because of his father's health if my memory recalls that situation correctly. I don't mind someone transferring for a reason like that, but situations like that need to be properly vetted for their accuracy, and to avoid the possibility of misuse or deception (which I'm not saying is what occurred in his case, but sadly is a possibility in others).
If there is a coaching change, players should have the option to request a transfer and be eligible immediately (which i think is afforded in some situations), but again that needs to be properly vetted and handled on a case by case basis instead of making a blanket rule because not all situations are the same.
