Until a player reaches certain service levels in the league, the franchise that holds his rights maintains those for a certain period of time. Essentially Samkon only had one team to negotiate with unles sthe Texans released him. Since he's operating off an initial rookie free agent contract he's making low money by NFL standards. After this season he'll be in a position to make some bigger bucks.

BTW I have a thread in the Non-LU Sports Forum with the news release I received from the Texans today.
