In-state JMU and ODU topped us, but we nearly doubled the attendance of Richmond!

And Georgia State (30K enrollment) in downtown Atlanta finished dead last in attendance?

Georgie State didn't finish last, they were listed on the last page due to their transitional status.

schubert is right...if they were not transitional, their average would have been good for 21st
