I'm not exactly sure how the budget process works, but from what I would think happens, is you have a set dollar amount of what you can spend. You could spend more on 15 guys this year and then next year use the same amount of money but on 30.

You're right it does limit you in the fact that you can't go after 100 guys.

But just because you are set at RB doesn't mean you wouldn't go after a RB if you think he could compete. Yes, you may go after a need harder, but not just neglect the RB position.

Heritage running back Korrey Davis will follow in the footsteps of a few NFL-caliber running backs at Massachusetts when he arrives there next fall.

He'll even get to keep his No. 5 jersey, the same number worn by of two of them - Arizona Cardinal Marcel Shipp, UMass' all-time leading rusher, and Steve Baylark, who was drafted by the Cardinals after playing in the NCAA Division I-AA championship game as a senior in 2006.
