My guess (someone may have better info and give a clearer explanation) is that Coach Rocco wanted to keep one of his experienced TEs in Rasberry for 08. the first 3 guys on the TE list are all graduating, Quarles to my knowledge has not played much outside of a reserve role (but he is returning), and the last two behind Rasberry have not played a collegiate down because of redshirt.

BJ is correct on Rasberry. He was asked by the coaches to red shirt this past season, with the oppurtunity to be the main guy next year. He agreed and that's what happened. I expect both Jenkins and Shaver to be good though.
