Timing is indeed a big part. As I see it, there's two sides:
1) ECU is a mid-major football program made very successful by one person, and that person has now departed. Yes, the school supports it, but how much better could it really become? You'd HAVE to improve it, or risk just being the coach who MAINTAINED what holtz built. And, I'd say its much more difficult to do in the east what Boise St. and TCU have done in the west and southwest.
2) A coach goes there and improves it, parlaying his work done there into a BCS head gig, just as Holtz has done. The school does have the 2nd-best ability to fundraise of any Div 1 school in NC, and there's a proven track record of on-field success.
