Sure, but you don't think thanksgiving break wouldn't further exacerbate that issue in the game that's being discussed? They gave away 3 times the number of tickets they were mandated to be sold to the opposing team as a courtesy to NSU, something they didn't have to do. Those included a ton of student tickets that ended up becoming NSU general admission. There were a whole lot of ticked ODU students that didn't get in. A ton of people got turned away from this, a playoff game. Obviously these games are notorious for being poor attendance games, but not so for ODU. They probably have the best student section in the CAA when it comes to football. They fill the section pretty much every game, they stand and stay until the very end every game. That's not true for a lot of other CAA schools including James Madison.
Either way the support for ODU football overall far surpasses any other FCS school in the state right now. They could be easily filling a 30,000 seat stadium every game right now if they were able to get the facility to contain them. That's why they aren't comparable to any other program at that level. Their ceiling is much higher than anyone else in the CAA and they could conceivably give very real trouble to UVA and Virginia Tech in the future as a member of a BCS conference in the next couple of decades. ODU's attendance at this game was more than all the other opening playoff game attendances combined.
