SCORCHO: why does this happen to me?

every third or fourth time I post- often just a brief reply to something, etc- I get THIS:

It happens to everyone. It's too avoid people spamming.

You can only search/post every 15 seconds or so. It prevents people from running scripts (programs) that help them spam our board.
