Those are actually storm overflow drains that catch lake water in Minneapolis. Their Department of Transportation was sued over them and they had to go out and weld them all down.

That was stupid. Their was obviously a thunderstorm going on at the time... the lightning flashes every few seconds tell you that... Also I don't think it is funny for the guy who could have been killed by the steel top landing on his car... or the near car accidents.
