Both sides use the argument. After that Friday evening press conference, the media spent the entire weekend arguing about the President's political capital. The Republicans do the same thing about different issues.
The problem with both sides is that political capital functions like other forms of capital. It is not limited, but can be expanded or renewed. "Limits" can be overcome with proper leadership, hard work, and organization.
