It's been around since Cain and Able, no real way to stop it. Wish there was, but there have always been mean people in this world.

Just read 'Cain Rose Up' or 'Rage', short stories by Stephen King written in the 60's & 70's. It's very eerie how real life events have replicated these stories in recent years.

start torturing people who do this stuff...plain and simple..that will make someone think real hard about doing stuff like this..same with terrorists.

If we are talking about US citizens and mass shootings the constitution isn't so fond of torturing either but I guess that doesn't matter, right?

there is no UN without the US so dont really see that as a hurdle...look i realize this will never happen...however I do think terrorist..mass shooters and anyone who committs certain sexual crimes specially against children should have severe physical punishment handed to them before they are given the death penalty..the constitution was also designed over 200 years ago..it could prob use some tweaking (slippery slope i know)
