How can a position like the Attorney General be in control of a state getting federal money?

Loss of federal funding? Does that mean the state doesn't have to deal with the federal government's health care reform or the pork-laden stimulus project?

I mean, if that's the case... I hope Virginia passes the same English-only law!

And where does the attorney general get off dictating state laws? Shouldn't such a law fall under the jurisdiction of the Sec'y of Labor, or Commerce, or something?

(and Heaven-forbid anyone dust off the Constitution and check out Article X)
