Look at it this way:

Jack met Buchanan in season four. At the end of season four, Jack fakes his death (with the help of Tony, Michelle, Chloe & Palmer). It's possible Bill thinks he's dead.
18 months later, Jack and Bill meet up in season five. Jack then gets kidnapped by the Chinese.
20 months later, Jack is released from a Chinese prison camp. Jack then leaves to find himself. CTU is disbanded some time later.
3 or four years later, Jack meets up with Bill again to start season seven. That means, in six or seven years time, Jack met Bill four times...

Wait... so are we back to where we started with season 7?

Tony was a terrorist.
Then he figured he didn't want to hurt innocent people, only the government, so he decided to go rogue with Bill & Chloe.
He wanted to expose the government conspiracy, so he helps steal the CIP protocol, which winds up in the hands of Dubaku, which he wants to retrieve so he can show how many government moles are there.
But Dubaku was only a distraction, so that the White House would be vulnerable to an attack for General Juma...
...and Juma, in exchange for help on attacking the US, helps Jon Voight smuggle weapons into the US...
then Tony stops the weapons from being deployed, so he could steal one for his own...
because Tony is a terrorist.

...and I have still have NO idea where this is going. They sure waited a long time to get to the main story-arc here. With just 6 episodes left, I don't know how they're going to tie it all together.

Awesome ending. SPOILER ALERT


Tony (sorta) redeems himself and lives to see another day (hopefully). We've unveiled a criminal mastermind and hopefully, all the seasons of 24 will tie in together. The President's daughter is going to go to prison. Well done.
