No he hasn't. Warmup pitches are not thrown at 100%. Trying to pitch overhand at full bore in a game without sufficient warmup is an injury waiting to happen. 8 is not a required number, it is the maximum. If the pitcher feels he is ready after 4 or 5, he can say he is ready and the inning will start. When a pitcher enters the game as a result of an injury, he gets as many warmups as he needs.

The point they make about the short reaction time batters have in softball is the reason Julia has been so dominant with her change-up recently. If you can make that pitch with the same motion as the rise-ball and throw it for strikes, batters have a real problem on their hands.

I have noticed here in SC that TV holds up pace of play. Every inning the pitcher, batter and umpire are ready to play but the TV guy is still in field awaiting signal from TV to start play.
