Explain Personal Property Tax to me

All the other taxes kind of make sense to me. This one does not. Why am I taxed on the value of my car? I purchased it, and paid the sales tax on it when it was at it's highest value. Why would I be taxed on it, when it's done nothing but depreciate?

Its all about revenue. If course in states like Florida & Texas not only do you not have personal property tax but you also don't have a state income tax either. I believe sales tax is the better way to collect revenues for state coffers. But that's just my opinion.

No, that's pretty much fact.
But as for this tax, it just seems so, I can think of the right word. Arbitrary maybe? Like why not tax us on how many dogs we own, or a toilet tax?

I moved from Fl to NC five years ago and had the state income and personal property tax. What a shocker. I think NC is the most overtaxed state. I see red when I get my property tax for my cars.

Does VA have a gas tax? If not, then it would seem to me that the "personal property tax" is a way to progressively tax people for use of the roads. The more expensive your car, the more you pay. In WA, we once had “Car Tabs” - in essence a “personal property tax” but through an initiative we lowered them to $30 for everyone. It was kind of like a truth in Government thing. The money generated went into the general state coffers and then not enough was spent on roads. Many blame boeing moving to chicago on the state of our road congestion. WA also has/had the highest gas tax in the nation.

Virginia's has a gas tax of 17.5 cents a gallon.
The car tax is the state's way of subsidizing the localities. Since Gilmore, the local authorities are the ones that decide the tax "relief" rate and, ultimately, the car tax money comes back to them.

My problem with paying a personal property tax on my car is that I have already paid multiple other taxes on it.
1. Registration (Yearly)
2. Inspection (Yearly)
3. License to Drive
4. Gas Tax (Weekly)
5. Property Tax (Yearly)
6. Sales Tax (One time)
I'm sure I'm forgetting one somewhere.

No more decals in Lynchburg, if memory serves. They still expect you to pay, but they don't require you to prove it.

That is correct. And I'm very glad. I hated that stupid thing on my windshield.

The decal is so hard to take off. I've developed a solution if you still need to display a decal. Go to Wal-mart (if you don't like Wal-mart, then some fabric store)...in the craft section where they sell fabric, you can get very thin, clear vinyl.
This stuff sticks to your window like a removable/replacable decal. I cut a square of it, stuck my decal to the vinyl, and then put the decal on the window. Thus, it will be very easy to remove next year. Yeah.

Uh, I just use an ice scraper and Windex.
