Why did City of Lynchburg wait until football season to do construction at football stadium and mess up parking and have to close a gate ? This should have been done in summer.

Unlike Liberty, capital projects in the public sector take a while- and in Lynchburg, even longer. Apparently, this is a one year project, slated to be finished by the end of July 2016. It started at the beginning of July this year.
