If you got to Koto on the day that they have the lunch pricing at night, it is by far the best.

Even thought I've eaten the food there before, I finally got myself to Milan. Blows everything else in this category away.

Thai '99 is nothing special, and I've only tried Milan once. For me it was the battle of the Japanese places, and Yamazato was the winner.

None of those places are in the league of Thai 99 (except perhaps Milan which I have not been to). My favorite thing (besides the food) is the sign on the door which reads:
Notice: This is NOT a Chinese restaurant.

I'm partial to Osaka. We lived almost right across the street from there and would go all the time.
