I have always been under the impression that you couldn't have an open fire within the city limits. But then again I do remember them just putting a restriction on leaf burning. So maybe it's allowed in some capacity. In short, don't live in the city.

You CAN have an open fire if you are roasting hot dogs, marshmallows, etc.!

Open burning for camp fires or other fires that are used solely for recreational purposes, for ceremonial occasions, for outdoor noncommercial preparation of food, and for warming of outdoor workers;
assuming this means a recreational bonfire in my back yard is perfectly fine. What would happen if I had a fire and it was illegal or whatever, they gonna arrest me or something?

You'd get fined....arrest is what happens when you start an open fire that involves your ex-girlfriends house
