Fire Regulations

May have asked this before, but does anyone know anything about Fire Regulations in the City Limits, rather, Can I have a contained bon fire within the city limits

(e) Open burning for the destruction of classified military documents.good, because you know how many people in Lynchburg are storing a bunch of these they need to burn in their yards
Open burning for camp fires or other fires that are used solely for recreational purposes, for ceremonial occasions, for outdoor noncommercial preparation of food, and for warming of outdoor workers;assuming this means a recreational bonfire in my back yard is perfectly fine. What would happen if I had a fire and it was illegal or whatever, they gonna arrest me or something?
