The Wards Road Panhandler

I've got to believe you all know who I'm talking about. This dude has bugged me for money so many times it's ridiculous. He seems to be smarter than most of the homeless who just camp out at an intersection. He wanders up and down the street with a cup and bums change off of you. I'd say there's a 90% chance that he's actually homeless, but I don't really feel sorry for him anymore. I saw him come out of Dickie's the other day with a meal. That's a freaking expensive meal. That's like 3 or 4 meals worth of money at Taco Bell or something. He needs to be more efficient with them money he panhandles.
Anyway, his method is spreading. About a week ago some dude asked me for money to get some gas. He said he was on a trip from West Virginia. Who the freak goes on a trip and doesn't have enough money to go and come back? Wouldn't you know that before you left and not go in the first place? I saw him again today giving the same sob story to someone else at Target. What's he been doing for the past week?

Sounds like the crack-head who panhandles in the Oakley-Memorial area pretty regularly- white, slight build, moustache. He came into my office several weeks ago. He needs money for gas to get to Cville because his mom is in the hospital (he's used variations of this story on me at least 5 times). I asked him where he lives- his response- Lovingston. I questioned him about his intelligent decision making- going south to Lburg to get gas to go north to Cville. He said " Oh, sorry" and walked out. He usually gives the lamest reasons for needing money- I've offered him food, but he turned it down.. I guess food won't buy a fix.

here we have ones that sit off of exits on our expressway....the other day there was a guy with a motorized cart....are you kidding me?...he was like "got any change" and i said "you can make plenty of change with that battery powered cart obama" "i got this for free man" "then sell it, you get no sympathy from people if you ride around in a cart that costs a grand" "ok man thanks for the tip"...
my wife was horrified...

To be fair though, if you're homeless you probably don't want to be eating at Taco Bell all the time.
But yeah, he could buy a weeks worth of Happy Meals for what it costs to get one meal at Dickey's.

Maybe it was his birthday, and he wanted to celebrate.

I thought they made panhandling illegal in Lynchburg.

They did. This guy is clever. He doesn't hold up a sign that bascially says "Hey police, I'm a panhandler." at the busiest intersection in town where cops probably drive by 20 times a day. He just walks around and bugs people walking into stores.

That's perfectly understandable.
I hope he was able to take off for the day too.
