Jerry Jr. has commented on this many times. What Liberty does (or did) is the following -
1. Take all applications into a big pot
2. Sort out the ones that meet some sort of standard (not sure what it is)
3. Accept a certain percentage out of those that meet the standards
That is why our acceptance rate was so high. We didn't want to play the US News and World Report game of "selectivity" which plays heavily into their rankings.

Herein lies the probable cause....
Instead of calculating our acceptance rate out of the qualified applicants, we probably took it out of the big pot, so to speak.
So now the order looks like -
1. Take all applications into a big pot
2. Accept the best 6,000 or so, knowing that 4,200 will come (something like that)
3. Calculate acceptance of 6,000 from 25,000 = 24% (something like that)
