So there's some good news, and some bad news
Good news:

That seems pretty unreasonable to slap a reckless driving ticket on someone going 11 mph over in any case, but I've got to wonder if that is just applying to the 70 mph zones. Is 11 mph the new standard for every zone? 46 in a 35 is reckless? Who would they be pulling over for non reckless speeding? The guys going 5 mph over? I got pulled over quite a bit in college, and I've had troopers basically tell me that they only pull people over who are going more than 10 over the speed limit. So that's what I set my cruise control for and sure enough, they don't turn their lights on when I go by. But this would change the game.
But on the other hand, maybe it's only that the 81 mph is the current standard for reckless and it's not changing so the article simply did the math specifically for 70 mph roads. This could seriously completely change the way I drive.

The plan includes most of Interstate 81 and sections of Interstates 64, 66, 77, 85 and 95.
The law also reduced to just 11 mph the margin between the legal speed limit and a reckless driving citation with a mandatory court appearance, prohibitive fines and possible jail time. Virginia law defines any driver going 81 mph or more as reckless.
