Lynchburg Planning Commission narrowly approved Liberty University’s expansion plans Wednesday after making numerous changes to the proposal.

“I’ve lost a lot of sleep over this,” Chairwoman Laura Hamilton said just before the vote. “But I think the compromise we’ve come to is one that’s positive for the city.”

Liberty University ready to take master plan to Lynchburg City Council

Liberty University, seeking to set the course of development on campus over the next several years, brings its master plan before City Council — and the public — this week.

The plan maps out new dormitories, recreation facilities and transportation improvements for the school as it works to hit an enrollment of 15,000 within the next five years. It is the subject of a public hearing before City Council on Tuesday.

LU has asked the city for a 237-acre rezoning that will allow it to expand along the base of Candlers Mountain. The city also would have to issue the school a new conditional land-use permit. The current permit, approved in 2003, limits LU to 10,000 students, which it exceeded in the 2007-08 school year.

The plan, presented to City Council and recommended by the planning commission, represents months of consultation between LU and city planning staffers.

“We think we’ve, collectively, come up with a plan that benefits everyone,” Lee Beaumont, LU’s director of auxiliary services, said. “… We’re anxious to get this thing done and start implementing it — to get it off paper and into the field.”

Lynchburg City Council unanimously approved Liberty University’s expansion plans on Tuesday.

LU, which is working to reach an enrollment of 15,000 over the next five years, sought a rezoning and new conditional land-use permit. City Council signed off on all its requests following a brief public hearing and limited council debate.

“They’re being a good neighbor,” Ward III Councilman Jeff Helgeson said afterward, crediting the university with making efforts to creatively and aggressively address issues like traffic management.

“We appreciate them being a good neighbor, and (the school and city) working well together,” Helgeson said.

LU’s requests passed 5-0 with Ward IV Councilman Joe Seiffert absent and Vice Mayor Bert Dodson abstaining because his business, Dodson Bros. Exterminating Co., performs work for the school.
