NCAA declines revote on 3rd Assistant Coach

The NCAA recently declined a revote on proposal to add 3rd paid assistant coach for softball and baseball. It will now be 2021 before it can be voted on again. It failed in April by 36-25. (32 votes were needed to pass).
Most D1 coaches are in favor in adding a 3rd assistant coach, but the Division 1 Council doesn't want softball and baseball to grow. Same goes for them refusing to add to the current scholarship limit. No NCAA sport gets shafted more than softball and baseball.

Example: basketball has 5 players on the court. softball and baseball has 9 or 10, depending if the pitcher hits. Yet basketball can give more scholarships. This is a bad ratio, that the NCAA is too dumb to understand.
