I do not like Tennessee, but I agree with author of that letter. When one goes to a football game they should not have to yell just to talk with person beside them.
I sincerely wish NCAA would ban music on PA system. I have been to many college football games over the years. I have yet to figure out what loud music adds to the game simply to make noise before the game and during time outs.
I know students like music, but no need to go over board just to have noise in stadium before game and during TOs.

Due to Ballcoach's demands, the NCAA has announced that there will be no music during games except the marching band at halftime shows. After every play, the only standing/clapping/cheering that is allowed would be that which is similar to Wimbledon, and that the players must wear all white and the fans must dress in appropriate attire. Every player must also bow to the Royals' Box if they are on Centre Court.

It's good for fans to make noise when opponent is on offense. The fans did a good job making noise against Montana. I recall one play when Montana was inside the LU 5 yard line. The noise was so loud the QB had trouble getting play called. There should have been a flag on the play. One O lineman never came set and one moved before snap. That play was loudest I have heard fans in the 7 or 8 years I have been near end zone for every home game.

But if it was that loud you'd still have to yell at the person next to you for them to hear you

There is a time to make noise and there is a time for quietness.

That, or Kiwon taught him how to paraphrase Ecclesiastes 3:1-9. They Byrds may have been considered "Devil Music," in Ballcoah's day.
