There's no way the major European leagues agree to a winter WC. Not a single chance. 2022 will get re-bid before the 2018 WC despite the spin FIFA tried to put on the bidding process. It would not surprise me if Sunil Gulati has enough pull to get it played in the US.

UEFA will kick Sepp in the junk and have someone take his job before there's a winter WC messing with their schedule. Boxing Day is one of the biggest days on the EPL calendar, akin to Thanksgiving Day NFL in the US. They're not giving up an established cash cow for a one-off just to appease FIFA. You'll at least see England pull out of the qualification process and probably the US along with a few other big names. Don't forget that US citizens routinely buy more WC tickets than anyone else including host countries. Qatar has absolutely no chance to host the WC.

I think Chicago should host in 2022, there's plenty of stadiums within a reasonable distance and the city could definitely support it.

That might be an overstatement given that they are building stadiums like crazy, and you know, they are currently hosting the WC.
And have workers dying at an alarming pace. And have a major scandal on their hands with proof they bribed everyone in sight. And have the two biggest political forces in the world directly opposed to the WC being there. And have the biggest entity in soccer (other than FIFA) opposed to a winter WC. There is zero chance of it actually happening there unless they do the Cold War olympics trick and play it even with countries boycotting.

So what if people are dying constructing stadiums for the WC? People are killed building things all the time
Sure they bribed people left and right. Do you think they will stop now after spending so much to get them in the first place.
I'm still of the opinion people will be amazed at how the stadiums can be designed to keep the field under 100 degrees

It's going to keep getting ugly, especially when investigators resign because FIFA officials blatantly lie about the reports they turn in, and Qatar will not host the 2022 WC. It's going to take a miracle to keep it there.
