As the University of Oregon's legal bills related to a pending NCAA investigation mount, Rep. Brent Barton (D-Oregon City) introduced legislation Tuesday aimed at making coaches think harder about their conduct.

While I think this is a step in the right direction, this bill itself is obviously inspired by emotions running hot from the situation at Oregon. Furthermore, the school benefited far more than $150,000 from the success of the program under Kelly. So, though that is a morally warped way to consider it, how upset should they really be? And finally, the university bears responsibility for the bahvior of its employee, so it should never give up complete financial responsibility for the investigation or clean-up.
