Called "roster management" in athletic department circles.
- add females to rosters who don't compete. (USF had 71 members on their women's cross-country team in 2009)
- report male practice players as female members of team. (loophole allows this)
- trimming male scholarships instead of adding female scholarships.

Anybody shocked by this? When we played tournaments at UVA, there women's team would sometimes practice on the empty courts and they'd have 20-30 girls out there hitting and going through drills, and you knew all 20-30 didn't play in actual matches.
