don't they generally select a country and not a city? I was in middle school when it was in the US so maybe I don't recall correctly, but I thought they played each group in a different part of the country.

Yes, a host country is selected and then a group of individual cities are picked to host games. the cities that are options to sign a petition are the ones who have indicated to USA Soccer that they would be submitting bids. It will all come down to strict economics for stadium selection should the U.S. win the Cup.
