You are correct, a video board may be used, and also correct that it cannot be done at a function. However, you talked of using their name and picture on the board. NCAA rules expressly prohibit the use on a video board of any materials specifically created for recruiting purposes, as anything with the PSA's name or likeness surely would be.
OK, Thx for the clarification but I guess half credit still isnt good enough here half right still equals an "F".

PH - You were only drug into convo based on the fact that you and I were going back n forth about uniforms then you had your blue/red (hope the field is still outlined in white) thing, that's all.

Absolutely have the lines marked in white. I want to say it's a rule anyways but could be wrong. Either way it would really make the field unique and look pretty cool

Interesting and not at all surprising, in my opinion. I don't mind it so much for football because of all the wear and tear that happens during bad weather, but it's an abomination on a baseball field.

It reminds me of the washed out Astroturf rugs at high school and college stadiums back in the '80s. It doesn't bother me as much as it apparently does others. The bronze is rather hideous. But at least it is limited to the endzones.
