Apparently the kid was between tournaments, so there may not be a violation at all. If anything, it's a secondary violation which would probably only result in a reprimand and no sort of suspension.

I bet this type of thing happens all the time. The only way anybody would ever find out is if the kid was stupid like this guy and blabs about it.
